Azad Jammu and Kashmir’s Quest for Empowerment

Since its inception, the nomenclature and standing of Azad Jammu and Kashmir (AJK) have remained baffling, as the state is neither a sovereign entity nor a constituent unit of Pakistan. Although AJK has all the institutions considered central to any democratic setup—including an elected President, a Prime Minister, a Legislative Assembly, a constitution, and a Supreme and a High Court—it largely derives legitimacy and power from the government of Pakistan through a vaguely elaborated structure of governance. This chapter attempts to investigate the rationale behind its political trajectory over the last seventy-plus years. In doing so, it hopes to contribute to an enhanced understanding of AJK’s struggle for political and economic empowerment.
